Because industrialized countries benefit from brain drain, their governments should play a key role in establishing institutional mechanisms to help diasporas contribute to development and innovation in their countries of origin. If the Group of Eight "G8" countries make engaging scientific diaspora a priority, this would foster innovation in developing countries, which could create long-term health and economic benefits. In a world increasingly fractured by national and cultural differences, scientists should be seeking ways to promote science as a universal activity with the potential to advance public welfare. One way to do this — and to help reduce economic and social disparities between nations — is to provide opportunities for well-trained scientists to work at those few places in developing countries where excellent scientific work is already possible. That is the goal of the Global Science Corps (GSC), a new program to build scientific capacity in the developing world.

The World Bank announced last week that it had approved a US $30-million loan to support scientific development in Uganda. The money will help increase the number and quality of scientists produced by Uganda's universities and research centers and boost the country's scientific and technological productivity in industrial, agricultural and other sectors.

The World Bank has given Uganda US $30 million to boost its productivity and competitiveness through scientific and technological advancement. The funds will be channeled through the Millennium Science Initiative (MSI), a program run by the government to help universities and research institutes in the country to produce more and better-qualified science and engineering graduates, according to a press release issued yesterday. The project also aims at promoting more relevant, higher quality research for enhancing science and technology-led growth and economic transformation.
